Probably they want to take portraits or something, but they should stagger that a bit. Some classes could leave and come back. Why do the kids have to be there that long? Our dance school has rehearsal sessions for at least as long, but the kids are scheduled in a 90-minute window for their class, although they usually run a little late. My kid's karate tests (which she has to participate in if she wants to advance) are pretty grueling, time-wise, but at least they put the littlest kids FIRST and then let them go after they are done.
